`svn checkout` over HTTP gives error E000104 but `svn ls` works

At my university I am unable to checkout an SVN repository that is served over http, but I am able to view the repository in a web browser and svn ls completes successfuly. I suspect there is some firewall blocking the traffic, but does anyone know why checkout fails while the other methods work? They are using the same port (80). Specifically, I see this message (repo URL is redacted to prevent spamming the server):



$ svn co http://-------.---/svn/project
svn: E000104: Error running context: Connection reset by peer


The first time I try to checkout, it will fetch a few directories (just the empty directories, not the contents) before giving the error message. The problem is not on the server's end: I am able to checkout from home, just not from work. Furthermore, I am able to checkout from (at least 2) other http servers at work.



Changing the port does not work. Perhaps other ports are blocked because the process hangs until the request times out:



$ svn co http://-------.---:8080/svn/project
svn: E170013: Unable to connect to a repository at URL 'http://-------.---:8080/svn/project'
svn: E000110: Error running context: Connection timed out


I'm running Pop!_OS 18.10 (Ubuntu derivative), but the IT support at work is very Windows-based and is not very able to help unless I can say specifically what is the matter. Any ideas?
