Who is in charge of offering initrd

After reading this link, I've known why we need the initrd
. As my understanding, after the kernel is loaded into RAM, the initrd
does two things:
- loading necessary drivers;
- mount the real root filesystem.
So we can find a kernel, an initrd and a root filesystem in any ISO
.
My question is: who is in charge of offering the file initrd
?
The kernel developer? the driver developer? or the different Linux distributors?
