Who is in charge of offering initrd

After reading this link, I've known why we need the initrd. As my understanding, after the kernel is loaded into RAM, the initrd does two things:
- loading necessary drivers;
- mount the real root filesystem.
So we can find a kernel, an initrd and a root filesystem in any ISO.
My question is: who is in charge of offering the file initrd?
The kernel developer? the driver developer? or the different Linux distributors?
