yum install gives “No package available” for all packages

Whenever I try to install anything using the command
sudo yum install <package>
I always get the message :
No package <package> available.
Error: Nothing to do
This happening even for the most basic stuff like scl-utils
and epel-release
.
I have tried cleaning the metadata but that didn't work.
OS info :
cat /proc/version
Linux version 4.9.124-0.1.ac.198.73.329.metal1.x86_64 (mockbuild@gobi-build-64001) (gcc version 7.2.1 20170915 (Red Hat 7.2.1-2) (GCC) ) #1 SMP Mon Oct 8 18:48:47 UTC 2018
