yum repolist --installroot $mount --releasever 7 shows

What I've done is downloaded and ran the nodejs setup as provided here https://linuxize.com/post/how-to-install-node-js-on-centos-7/ but the repo is not available to the when using the installroot option only.

Further if I restart the host then the command will work. Something is being refreshed or expired but I have tried all yum clean commands and just won't work.
