CPU LOAD Average + when to set when threshold

we have cluster with physical machines HW



each machine contain 32 CPU



# lscpu
Architecture: x86_64
CPU op-mode(s): 32-bit, 64-bit
Byte Order: Little Endian
CPU(s): 32
On-line CPU(s) list: 0-31
Thread(s) per core: 2
Core(s) per socket: 8


now we want to send alarm each time that load average from uptime 5 min , reached the threshold



as my understanding we need to worry when load average ( from 5 min from uptime ) , value is more then 32 ( number of CPU )



am I right here ?
