Wrong cited reference numbering is shown in a figure caption

I have a problem in inserting reference number in figure.
(The problem is completely the same as the following question and I tried the answer but it didn't work: Wrong cited reference numbering in a figure caption)



Bla bla bla bla [2] bla bla bla bla bla [3] bla bla


The figure comes



Figure 1.1 : Figure caption comes [1]


Note: I tried protectcite{} but it doesn't work. I am using packages cite, enumerate, float, caption, graphics, and so on.



Following is the bibliographystyle and the code that I wrote
