Prevent user from creating and deleting user account from his login
I want to create a non root user and is there any way/command if we can disable only two commands(useradd and userdel) for any particular user.
we don't want user to create and delete any user on the system
Only intention is to prevent user from running useradd and userdel commands only on Redhat 7.2 other than this , he can be able to perform other read and write operations.
In short user should not be able to execute useradd and userdel command from his login.

I must be misunderstanding a requirement here. Non-root users cannot add (or remove) users, as that would require the ability to modify the/etc/passwd
file. But you want to actually prevent them from executing anyway? Also, albeit a RHEL 7.4 system, the permissions are0750
, with root:root, so at least on that base install system, non-root users cannot even execute the command in a default install.
