maintain a permanent keyring for a user across reboots

I want to hold credentials for a particular user in the kernel keyring. These credentials must be available across reboots.
I was trying to do the following:
keyctl add user keyname payload @u <---- 'keyname' doesn't exist after reboot
keyctl add user keyname payload @us <---- 'keyname' doesn't exist after reboot
Here the user will be jenkins --> This user boots to /sbin/nologin.
