Cant install zlib-devel package on rhel [on hold]

I'm trying to install a zlib-devel package on my rhel environment, but it does not permit me to do so as it states about pre-existing rpmdb as shown in the picture below. I tried to remove ipa-common, but it does not solve anything. Is there anyway which package that I can yum remove in order to install the desired one? Thank you.
