Is there something that is always pointing to a base address in a hardware?

Device Driver knows the base address and IRQ of the hardware from data sheets but for the device driver to communicate with hardware there should be something in the hardware that tells me that this/here is the base address of the hardware or there should be something in the hardware that lets me know base address because if I get hold of this base address somehow then I can add offset and can do inb() and outb()



Base address and IRQ can be found in data-sheets but if I inb() and outb() on the base address then I don't think device driver will be able to communicate with the hardware.



The hardware should tell me the base address if I query the hardware.
