Recommended way to set Emacs options for new user?

Emacs has this ability to let the user customize it by either using customize or by manually writing elisp in .emacs.



Obviously, either can be used. But, for one who is new to Emacs but who is not new to Lisp and UNIX, what is the recommended approach for typical settings, like turning on column numbers, turning off the menu bar or turning on ido?
