Replacing a dynamic changing string with sed?

I have a line like this,I want to replace the value ""with "Not Detected" only when the value after two places is 1, if the value is 0 I have to replace with "Not Processed instead of Not Detected", Is there any way I could do that with sed??



 "Kerala",,"",somevalue,somevalue,1,some value
