Identifying “Black Panther” Distro's CLI Package Manager

I'm testing a LiveUSB of "Black Panther" right now and it utilizes a Package Manager which I've never encountered before. It uses everyday language to find, update, install, remove, etc packages in its repo. For example, if I wanted to install Leafpad, I would normally have to use a command like this:
sudo apt install leafpad
sudo pacman -S leafpad
sudo dnf install leafpad
smart install leafpad
...And so forth
Black Panther's CLI tool is used the following way, which does not require sudo privileges (at least in the LiveUSB):
packagefinder leafpad
installing leafpad
updating leafpad
removing leafpad
I feel that the way these commands are used its possibly a wrapper for another package manager. Sort of like yaourt for Arch's pacman. From what I can tell, its sort of like SmartPM or URPMI but at the same time quite different than them both. I actually am having a hard time thinking up what it's analogous to but aside from those just mentioned I can't figure it out.
I'll be honest and share that I'm not planning on installing this distro. Other than this mysterious package manager it doesn't seem to offer anything special for the type of distros I like to test and use. If it didn't have this feature I would have probably started the liveUSB, futzed around a little and turned it off. I tend to dislike any distro that uses Plasma or a heavily customized version they've made.
Since it does have this curiosity I've been trying to figure out what this package manager is but I can't seem to find the answer on my own.
